In Belarus exists a Vodafone re-branded?

I am now in a business trip in Minsk, the Republic of Belarus. And here I see everywhere the Ads of a (new) 3-rd GSM Operator called "LIFE:)". I don't know what do you think about "Brand Identity" and related stuf, but to me from the first look this "Life:)" seems to be a "Vodafone Re-Branded for Belarus".

Take a look at these two images yourself, I think you will easily find several similarities in the Brand Identities of Vodafone and Life:).

Are those brands related?
